The main difference between an agrarian civilization and an industrial civilization are several important factors. First, it is the dependence of society on nature and its whims. Unlike the industrial civilization, the agrarian has not yet learned to put nature to its service to the full and enjoy the achievements of modern science.
Secondly, a society of this type is dominated by unskilled physical labor, in which a lot of people are involved. Thirdly, the industry is developing slowly, and yet does not play a significant role in the economy and other areas.
In fact, all modern countries have passed (or pass) through the stage of agrarian civilization, and not far off is the moment when even outsider states step into the industrial, and then post-industrial era. Another thing, how long will it take and how much will it take?
